The current price for this document is $23.74, discounted from the list price of $29.95. You may find the document at the following link: http://www.amazon.com/Supreme-Courts-Style-Guide/dp/099111633X The manual has never been available before and is today only available from this one source. The manual clearly states that it is 'intended solely for the use of the staff of the Court' and is 'not for publication.' The marketing page for this book on Amazon emphasizes this and indicates that 'this guide has never before been made available to the public.' Mr. Metzler does not make a copy available for free except on this commercial basis as a $29.95 product. For your reference, most print on demand providers charge approximately $6.00 for a 266 page 6”x9” book, the remainder being profit for the publisher. Mr. Metzler asserts a 2016 copyright on this book and maintains 'all rights reserved.' Mr. Metzler’s behavior raises two important ethical issues I wish to bring to your attention. First, his publication was done without the authorization of the Supreme Court or the Reporter of Decisions.My second concern is that Mr. Metzler has turned this government document into a profit opportunity for himself rather than making the document generally available at no charge. As an employee of the federal government, Mr. Metzler is unable to assert copyright for works of government, and it is unseemly for him to take a work of government and artificially restrict distribution in an attempt to create a private revenue stream. This is not the proper behavior for an employee of the United States ..."
