And the decree of August brings open access to public research

Summary:

"The CRUI is the association of Italian universities and non-state. Established in 1963 as a private association of Rectors, has acquired an institutional role and representation and a real ability to affect the development of the university system through intensive study and experimentation. Having recognized for some years the importance of open access to information and data of general interest to the research and scientific training and in order to promote the free dissemination on the net results of the research conducted in Italy in universities and research centers, in November 2004, CRUI has promoted the adhesion of the Italian universities to the 'Berlin Declaration on Open Access to scientific literature' which was signed until now 71 Italian universities. In early 2006, in the Commission's libraries CRUI, was set up  working group to open access with the task of implementing the principles of the Declaration of Berlin. This group, consisting of 74 persons referred to 39 women (never happens, who knows that this is not the reason for what we have to say below) has worked on the development of guidelines for institutional repositories , which were published in 2009 by the CRUI itself, which some universities have already altered with regulations and updating of its Statute ... Currently, open access is the source of much discussion among academics,  librarians, university administrators and politicians. There is a substantial disagreement on the concept of open access (which can mean either free access to a work which the movement that carries out this strategy) and a large debate about the economic return of Open Access by the university and business models to be adopted.

From words to deeds, the working group recently gave us a nice surprise, on August 10 last last fact came into force on the Decree, 8 August 2013, n. 91  'Urgent measures for the protection, enhancement and recovery of property and cultural activities and tourism' (published in the Official Gazette Series General 186 of 09.08.2013).  Usually the summer lay down rules 'unpopular' or difficult to 'digest', but this year we are all ' Open Access by default ! The aforementioned Decree 91, Article 4, 'Urgent measures to encourage the development of libraries and archives and for the promotion of acting and reading', and in particular paragraph 2 reads: 'The publications that document the results of Research funded by an amount equal to or greater than fifty percent of public funds, regardless of the size of the first publication, and the manner of its distribution or making available to the public,must be filed no later than six months after publication, in electronic archives institutional or industry , prepared in such a way as to guarantee open access, free and , at a place and time individually chosen, interoperability within and outside the European Union and the long-term storage in electronic format . The persons responsible for the provision or management of the funding shall take the measures necessary for the implementation of open access to the results of publicly funded research. '  Open access, free and open to institutional electronic archives which will include the results of research . Hopefully we can see rapidly increase the growth of publications in Open Access not only in Canada but also in Italy."
