Use the link to access the full text article opening as follows: [From Google's English] "Knowledge, information of any kind and the terms are considered here as a public good (Suber 2009). The development of modern forms of communication more conducive than ever to share knowledge, information and opinion (Abelson 2008). Scientific research is a fundamental component of panhuman coexistence. It is the basis of technology development, welfare of people and the creation of new thinking. Connects the need to maintain and transfer of existing knowledge and tradition to the development of new, evolution and progress. Societies that gave priority to scientific research, theoretical and applied, failed to develop competitive technology and remarkable culture, usually achieving high standard of living for its citizens. In contrast, when research is sacrificed due to financial constraints and other priorities, usually result in disqualification and remission.  The results of scientific research activities should therefore also be of a public good, to move freely and to diffuse freely to and from anyone who wishes to be informed (Suber 2009). This freedom movement of knowledge, information and opinions supporting the advancement of science but also the connection between science and society. With this approach, we consider the fair distribution of research results by considering two basic components: (a) free and unobstructed access to the results of all the people of the world, ie users and (b) the fair and equitable opportunity disclosure the results of scientific research for all researchers. The first component concerns the spiritual permissions accruing to research products and data, ensuring these rights and accessibility that has every one of us in them as a user. The second part relates to the effectiveness and fairness of the system of publication of research for the same researcher who wishes. In this paper we will seek evaluation of the current international system for reporting the results of research in environmental sciences through the prism of these two components enumerated here ..."
