"Open access to research outcomes has been a hot topic over the past two years, and in the lead up to International Open Access Week (21–27 October) the Australian Open Access Support Group (AOASG) and ANU brought the issue to the fore with a panel discussion. Professor Aidan Byrne, CEO of the Australian Research Council (ARC) and Professor Warwick Anderson, CEO of the National Health & Medical Research Council (NHMRC) also participated in a Q&A session moderated by the University Vice Chancellor, Professor Ian Young. The key issues raised during the discussion included encouraging academics to use open access storage systems, such as ANU Digital Collections, to deposit reports and research papers. The broader international open access landscape and how it has changed over the past year was also discussed. Professor Anderson and Professor Byrne both say because scholarly communication is changing so quickly, the open access agenda and publishing will be profoundly different in five years’ time, making it difficult for the NHMRC and the ARC to be specific about how they implement their policies. The presentations revealed neither group prefers a particular method of achieving open access or specifically requiring payment for using the service. But the NHMRC does consider the cost of publishing journal articles a legitimate ‘Direct Cost of Research’ while the ARC is progressively removing the caps on the percentage of research funds that can be used for publication."
