[From Google's English] "The Federal Ministry of Education and Research (BMBF) has been retained in recent years in discussions about open access. Now there is good news: A website  has been campaigning today for open access.  Under the motto 'Open Access: The copyright must serve science'  informed the ministry about Open Access and presents the results of its strategic dialogue on the topic 'science and innovation-friendly copyright law for the digital knowledge society' under an open license (CC-BY-ND ) available ( PDF).  In June, the BMBF within the  G8 Science Ministers statement  recognized open access to scientific publications and research data ... That will also  secondary exploitation rights  for scientific authors advertised.The provision in Section 38 of the Copyright Act, paragraph 4 shall enter into force on 01.01.2014. About the scheme was  seven years  long dispute.Future has '[t] he author of a scientific contribution that has arisen in the context of at least half of publicly funded research and published in a periodical at least twice a year collection [..] even if he the publisher or editor has granted an exclusive right to use, the right to make the post after the expiry of twelve months from the date of first publication in the accepted manuscript version available to the public, as far as this serves no commercial purpose. The source of the first publication shall be indicated. A deviating agreement to the disadvantage of the copyright is invalid.
