CK Geek: Mexico moves towards open access

Away from the spotlight, the initiative to become law on open access was approved in the Senate of Mexico last Friday. This is a set of changes to the current legislation that would allow all publicly funded research or state infrastructure is available to any Mexican. The initiative has been promoted since 2012 by Sen. Ana Lilia Herrera , who has been one of the main promoters of the opening of the knowledge generated by public money. The path has been complicated, and the project must still face the vote-Members, but forecasts are promising. So what will this law and why it is so important to pass it? What is Open Access? ... The March 12, 2013-a little over a year ago, Senator Ana Lilia Herrera presented a bill to the Senate [DOC] to amend some articles of the Law on Science and Technology and the Law Education, to allow open access to state-funded research access ...   However, the same senator withdrew its proposal in August for a series of discussions with academics and researchers, so that the law considers open access as many views as possible. Later, on December 9, 2013, and already with input from the discussion forums-Herrera resubmitted the initiative.  This time the support was unanimous. After successfully passing by committees, the Senate approved the initiative with 74 votes . With this law, scholars who have done research on public infrastructure or resources may leave decision-personally back in the National Repository , and the creation and strengthening of regional and institutional repositories by the government is contemplated.  No doubt this is a major step from the law for open access, giving the character of the institutions required for promotion, but giving discretion researchers to disseminate their work. The next step will be not only the Chamber of Deputies approved the initiative, but the Mexican Academy make their members understand the importance of sharing knowledge from universities and research centers . That's the challenge ..."
