“The World Bank has announced an ‘open access policy’ in which its data and publications will be licensed under Creative Commons copyrights and made free to the public. The policy, announced on April 10, will go into effect in stages starting on July 1. ‘Knowledge product will be free to use and free to reuse, so others can build on the product,’ Carlos Rossel, who works in the office of the publisher at the World Bank, said by telephone. While most World Bank data and reports are available on its Web site, ‘the new open access policy marks a significant shift in how bank content is disseminated and shared,’ a statement said. Under the most open of these licenses, research data and reports can be reused, built upon and republished as long as the World Bank is credited. The World Bank’s announcement was made the same week as the Wellcome Trust, a leading nongovernmental scientific funding organization, deliberated sanctions against scientists who did not make their research freely available. There is a growing movement for some institutions to make their research as widely available as possible, Mr. Rossel said. ‘If it is publicly funded or it is a mission-driven multinational institution, I think it is a growing movement to make content open access,’ he said.”
