POPSIS: Assessment of PSI charging policies | European Public Sector Information Platform

“The European Commission DG Information Society has published an assessment of the different models of supply and charging for public sector information– the “Pricing of PSI Study” (POPSIS). The study was undertaken by Deloitte Consulting Belgium in cooperation with external experts. POPSIS has assessed different PSI charging practices and their effects through the analysis of 21 case studies. The cases cover a wide range of public sector bodies and different PSI sectors (meteorological data, geographical data, business registries and others) across Europe. The analysed charging practices range from zero and marginal cost models to partial and full cost-recovery regimes. Findings from the report were presented at the 15th PSI Group Meeting in Luxembourg and at the ePSIplatform Conference 2012 in Rotterdam.
