A brief statement about beyond Access from the website reads as follows: “Development in the 21st century demands access to information. At a time of tight budgets, libraries offer a more efficient, smarter way of doing development. Most countries around the world, regardless of their size or level of development have public libraries. Beyond Access is starting a movement to make them all hubs for economic and social change. We believe that libraries power development.  Beyond Access is an initiative of IREX, EIFL, IFLA, Makaia, Civic Regeneration, TASCHA, the Riecken Foundation, and READ Global, with support from the Bill & Melinda Gates Foundation.”  A brief overview of the report states:   “Libraries can fill a needed role in Peru’s development and social inclusion. Modern libraries around the world are trusted community resources central to meeting local development goals. They contribute to the improvement of quality of life by providing the opportunity to access knowledge and ICTs, and a space for citizens to engage with their government and community. Some libraries in Peru are already taking the steps necessary to transform, and their example could be a model for the country.  Peru is transitioning into a new era of open government that is poised to support broad-based social inclusion. However, there remains a gap in how citizens are able to access government information. Questions remain whether or not citizens possess the capacity or skills to make the best use of this open information.  Our August Country Brief, Social Inclusion Policy and Open Access to Information: The Role of Public Libraries in Peru examines the current state of libraries in Peru and their potential to partner with the Government to ensure social inclusion and access to information.”
