Summary:

This timely seminar focuses on plans to make publicly funded research available to read for free - including implementation issues and the potential impact on the publishing industry and academic community. It follows Government's acceptance of key recommendations from the Finch Committee on Open Access report Accessibility, sustainability, excellence: how to expand access to research publications, and the agenda includes a keynote address from Professor Martin Hall, who was a member of the Committee and is Vice-Chancellor of the University of Salford. Bringing together key policymakers with stakeholders - including academics and universities, the publishing industry, science-based businesses, libraries, research councils and other research-funding bodies - topics for discussion include: [1] Public engagement with research - assessing the promise of open access reform and initiatives like the provision of walk-in access to journals in public libraries; [2] The financial challenges - addressing the impact on the academic publishing industry and wider academic community, as well as its effect on university finances; [3] Managing the transition - what needs to be put in place by universities, research bodies, publishers and government in moving to the ‘gold' open access model; and [4] UK competitiveness - the UK's position in research and development following the reforms, and the likelihood of UK reforms spurring moves towards worldwide open access."
