This is part of a longer comment that I received from Barbara Kirsop of  the Electronic Publishing Trust for Develoment:… 'By adopting the Green route to Open Access universities are at the forefront of scholarly communication – along with all major universities and institutes around the world. There is no need to adopt the gold route to OA, which indeed is costly. But by setting up an institutional repository (free software, free support) and allowing authors to deposit their publications in it, they – and their work – will be instantly part of the global network. Please check the following link to the Registry of Open Access Repositories http://roar.eprints.org and you will see how the scholalry community is adopting this route … [also]  access Open Access Scholalry Information Sourcebook (OASIS -http://www.oasis.org) to be better informed.  I hope this helps.'”
