Summary:

"Given that LSE has refused to tell me what they spend on Elsevier journals, even after I queried their initial refusal, the one university I was left not knowing about was Oxford. Now, finally, just over two months after I requested a review of their initial decision, they have responded and have told me what they pay in total. The accompanying letter was short and not particularly interesting, in particular, not attempting to give a point-by-point rebuttal of my email to them. Perhaps it could be described as admirably terse, especially by comparison with some of the other responses I have received. I reproduce it here for completeness ... Dear Professor Gowers ... Review of response to request for information under the Freedom of Information Act ... I am writing to inform you of the outcome of my review of the University's response of 20 March 2014 to your request for information of 19 February 2014, which you asked me to review in an email dated 20 March 2014.  Information considered during review ... In conducting this review, I have considered the University's original response dated 20 March 2014, your emails of 19 February 2014 and 20 March 2014, and the views of the Bodleian Library and Elsevier. Conclusion of the review ...I have decided that the University should disclose some of the information you have requested, in the form of the total fee paid. The total figure is £990,774.5 + VAT. I believe this information is sufficient to meet the public interest in this matter."
