[From Google's English] "On Tuesday May 20, 2014, Mexico taken a big step to add and amend the Law on Science and Technology, the General Education Law and the Organic Law of the National Council of Science and Technology to promote Open Access. Same as those derived from a Bill for Mexico on Open Access resulting from publicly funded research (1) and was sponsored by Senator Ana Lilia Herrera and institutions like the University of the State of Mexico. On paper, these reforms and additions allow public policy to promote access to information, dissemination of scientific, educational, research and innovation content through the use of open access platforms. Mexico now joins countries have a law promoting Open Access being the 4th Latin American country to enact laws allowing open access and the 8th globally, which is expected that 93% of the research generated under open access conditions is available. It also seeks to make available to all the scientific and academic production, considering the right of access to information and ICT, which is to follow in the paths to the democratization of access to scientific knowledge."
