Should we boycott the IEEE learned society? The CNRS condemns the creation of the Repository License Fee

"Alain Schuhl, Deputy Director General for Science (DDGS) at the CNRS, draws attention to the new article processing charges known as Repository License Fees (RLFs) introduced in April 2025 by the IEEE learned society (Institute of Electrical and Electronics Engineers). These fees of $1,275 for an article in a journal or $400 for conference proceedings are related to the addition of a CC-BY licence by the author when they submit their accepted manuscript to an open archive...."
