"For the first time since the Recommendation’s adoption, Member States presented national reports assessing progress. As of June 2025, a total of 77 countries had submitted reports, forming the basis of UNESCO’s first global consultation on open science monitoring.
Countries shared promising progress: Some reported better coordination and new national platforms. Others noted persistent challenges, such as low awareness, fragmented systems, and difficulties with research assessment reform. Importantly, the process sparked rich dialogue. A panel featuring representatives from China, Côte d’Ivoire, Saudi Arabia and the UNESCO Chair on Diversity and Inclusion in Open Science demonstrated how reporting is catalysing awareness, stakeholder engagement, and policy shifts...."
