From Google's English: "On 17 July 2012, the European Commission issued a recommendation that such Member States to take the necessary steps to disseminate the open access publications resulting from research funded with public funds, as soon as possible, of preferably immediately, and in any case no later than 6 to 12 months after publication different disciplines. The French authorities should therefore soon take a position on this question. It is in this context that the GFII, [Groupement Français de l’Industrie de l’Information] grouping together the inter- actors, public and private parties involved in the industry of information and knowledge, wishes to inform the public of the first conclusions reached by the Open Access Working Group. GFII share the conviction that the publications, results of research work must be disseminated as openly and as quickly as possible, both in the interest of the authors and in the interest of institutions to which they belong, in the interest of drives and that of the whole society....The issue of Open Access is therefore also to find a balance between the widest possible dissemination of publications resulting from work researchers and the existence of economic models to real work and editing promotion of scientific texts with all their potential readers. Without a balance between these objectives, the risk is severely destabilizing the sector scientific information....[T]here are strong differences practices regarding communication between each discipline. For GFII, only dialogue between scientific communities, publishers and publications science is able to ensure consideration of this complexity and to achieve a balanced outcome. His belief is that this dialogue is an essential step before taking any decision on the matter...."
