Here discussed only the first part dealing with publications and artistic works. The proposal sets up very stringent requirements on the golden (gold) open access to both articles, works of art and books, and the adjacent CC licenses. The guidelines will come into force in 2025 on the condition that a number of enumerated consequences and problems have been solved until then, without detailing how this should be done. Model, according to the author is fairly pointless and rather counterproductive. You can not know how far the international publications market has developed at this time and the proposal creates negative reactions among researchers today prefer green open access. The proposal is not in line with what the EU Commission asked for. Instead, the proposal should be based on the current situation and formulate concrete demands and plans for the next three to five years."
