From outrage over the need to pay for access to publicly funded research, to growing demand for implementation of Open Access, studies showing the positive economic effects, and the formulation of a national strategy that will embrace Open Access. The national strategy in Denmark stipulates that all publications associated with publicly funded research should be released as Open Access in 2021, but how this will be funded is yet to be determined. Along the way, in Denmark, researchers have been pretty silent in the debate, and it may prove to be a factor that determines where the funding is going to land - perhaps in the lap of universities and researchers."
