[From Google's English] "The Association of Universities (VSNU) has - on behalf of the UvA and the HvA - reached an agreement in principle with scientific information provider Elsevier. The agreement in principle is a big step in the transition from the Netherlands to open access publishing. It also means that Dutch scientists continue to have access to the scientific articles from Elsevier. The next time the details of the three-year agreement, which begins in 2016, was completed. The agreement makes it possible in 2018; the third year of the contract, 30% of Elsevier articles of Dutch authors open access available to have no universities before having to pay extra. Open Access in principle means that the author (the university) pay ..."
