"Finally, an ambition is not a requirement. How do you actually create a Scholarly Communications License? Is it a standard you ask, where researchers can deviate consciously and reasonably from waivers? This resembles Harvard's original approach and is in line with the recommendations of the Harvard Open Access Project. Or is it a harsh demand that you ask, where academic freedom and the ability to publish what you want to be subordinate to? This is the way the UK Scholarly Communications License appears to appear, at least if you can believe the critics."
