"On the 25th of April 2018, the European Commission published C(2018) 2375, “Commission Recommendation on Access to and Preservation of Scientific Information,” which updates and replaces Recommendation 2012/417/EU published on the 17th of July 2012. Part of the reason for the new set of recommendations is that in EC has set out on a very large and highly ambitious project known as the European Open Science Cloud, or EOSC, the potential for which means open access and more broadly open science initiatives need to be supported to make that a success."
