In addition, many initiatives have been developed in Japan, or are under development. The National Institute of Informatics (NII) is particularly active in this field. It is the origin of JAIRO  [ 2 ] (Japanese Institutional Repositories Online - 2008) and JUSTICE  [ 3 ] (Japan Alliance of University Library Consortia for E-Resources - 2011), member of 'OA2020', an international initiative for the transition to open access  [ 4 ] . The Institute also maintains an inventory of institutional repositories open access Japanese universities across the country  [ 5 ] .

Among them, the Universities of Hokkaido, Kanazawa and Chiba have set up the Digital Repository Federation for universities. It currently has 157 participating institutions  [ 6 ] .

The Japan Science and Technology Agency (JST) has also developed its own platform, J-STAGE, which is however still at the stage of 'beta'  [ 7 ] . The agency also co-hosted the seventh plenary of the Research Data Alliance held in Tokyo in March 2016.

SPARC Japan International Scholarly Communication Initiative, another NII project in partnership with SPARC, organizes annual seminars on the subject of Open Access and its progression in Japan  [ 8 ] .

Japanese representatives regularly participate in international meetings on Open Access. Recently, the Open Access Asia Summit held in Kuala Lumpur in November 2016, and counted among its participants representatives of NII and Kyoto University, one of the most prestigious in Japan  [ 9 ] .

Finally, in 2015, a French prospective mission to Tokyo on the subject had highlighted points of convergence between Japanese French positions as well as opportunities for collaboration. A full report on open access in Japan, taking into account recent reflections by the Japanese government in this area, was prepared by the members of the mission following this visit.
