"The ideal is not reached yet, but more and more publications of Dutch scientists are free for everyone to read. 'The stakes are high,' says Board Chairman Jaap Winter of the University.

Winter leads the negotiations with scientific publishers on behalf of the Dutch universities. The goal: all Dutch publications that are funded with public money, should henceforth open access appear. That is, anyone can read them without paying. In 2020, it should be ready.

The idea is that universities no longer pay for a subscription to a magazine, but to publish it. They are already doing for a while. They report success in negotiations with publishers, but sometimes also ricocheted off a deal."
