'While governments and other public agencies provide much information and data, inconsistent licenses often discourage their continued use. To this finding comes a report of the organization Open Knowledge International , which is dedicated to the promotion of open knowledge.

According to this, the data provided by public or official bodies is most often under self-created licenses, each of which has different powers and conditions. In a sample of 20 countries, the report found around 50 different license texts.'
