Summary:

The concern of Internet activists: If the EU Parliament agrees with the proposal as expected, the "censorship machines" will rebuild the Internet from an open platform for ideas to a tool for systematic surveillance of citizens. Everything that will be uploaded to the EU in the future must first pass through the filter. And as sophisticated as the software may be, it is in no case error-free, showing the previous experience. Experts expect that in case of doubt, legitimate platforms - such as parodies - will censor off legal platforms in order to save themselves expensive claims for damages. Only non-commercial providers such as online dictionaries or scientific archives are exempted from the scheme.
