"On July 4, 2018, Frédérique Vidal, Minister of Higher Education, Research and Innovation, announced the national plan for open science. In her speech , she said that open science was one of her priorities and that the national plan sets the conditions for its development in France. Three axes compose it, the first of which is to generalize the opening of publications. It is based on three points: the introduction of an obligation to disseminate freely accessible articles and works resulting from research funded by public projects; creation of a fund to develop bibliodiversity; support of the HAL archive as a national open archive .

The second axis concerns the opening of research data which will also have to be disseminated in open access for those resulting from project-funded research. In addition, the function of Data Administrator is created at the Ministry of Higher Education, Research and Innovation.  The third axis aims to put France in a sustainable dynamic, European and international. It is about training to develop new skills, implementation of open science policies in each university and research organization, and articulation of French actions with those of a European and international level.

The open science plan has a budget of 5.4 million euros in the first year and 3.4 million in the following years.
