he San Francisco Declaration on Research Assessment(DORA ) is a set of "San Francisco Declaration" recommendations , developed at the initiative of researchers from the American Society for Cell Biology (ASCB) in 2012, to disseminate best practices in to evaluate research and to identify limitations or misuse of bibliometric indicators such as the Impact Factor for scientific journals. The purpose of this initiative is to restore meaning to scientific evaluation by focusing more on the notion of quality and scientific contribution rather than the popularity of a paper or newspaper.
