"The majority of the European Union states agreed on a compromise with which they want to go into negotiations with the European Parliament next week, as several EU diplomats of the German Press Agency in Brussels said. The basis of the agreement was a compromise between Germany and France, which both countries had reached a few days ago. Twenty countries voted in favor, seven against, and one abstention."
