 Scientific information is both a researcher’s greatest output and technological innovation’s most important resource. Open Access is the provision of free access to peer-reviewed, scholarly and research information to all. It envisage that the rights holder grants worldwide irrevocable right of access to copy, use, distribute, transmit, and make derivative works in any format for any lawful activities with proper attribution to the original author. Open Access uses Information and Communication Technology (ICT) to increase and enhance the dissemination of scholarship. Through Open Access, researchers and students from around the world gain increased access to knowledge, publications have greater visibility and readership, and the potential impact of research is heightened.

At the same time, we are partnering with other organizations to provide support for capacity building and training to implement Open Access initiatives. The Flagship Project: The Global Open Access PortalThe Global Open Access Portal is an exciting new web-based project designed to present a high-level snapshot of the state of Open Access around the world. For each country, Open Access experts will collect, analyze, and distill information about major national projects and initiatives; national, regional, and funding agency deposit mandates; and key organizations and institutions that are able to support Open Access initiatives.The portal focuses on specific facets in order to create a snapshot of Open Access in each country: -A brief overview of Open Access in that country, written by a local expert.-For countries where Open Access has had some success: what are the enablingfeatures of the environment? What have been the critical success factors? What national organizations or funding agencies have mandates in place requiring researchers to deposit their scholarship into an Open Access repository? -Who are the major players (organizations and institutions)?
