...This study aims to 1) analyze the evolution of the scientific publication system, from the traditional Open Access model (paid access) to the Open Access model (free access), made possible by the digital revolution and new scientific production, exposing some anachronisms that make the cost of scientific communication untransparent and difficult to account for; 2) identify the main ways to achieve Open Access and business models of journals with Open Access content, including the benefits and risks associated with each type; 3) assess the concertedness and level of effectiveness of Open Access policies at national and international levels that have led to a slow process of transition from Closed Access to Open, 4) estimate the costs associated with the current subscription system, the deposit of publications in Repositories and the publication with Open Access paid with APCs for a period and simulate alternative scenarios, and 5) synthesize a set of recommendations that promote economically sustainable Open Access in the context of different transition strategies...."
