VQR 2015-2019 e accesso aperto ai lavori presentati dalle istituzioni

Summary:

The article discusses a novelty in the guidelines of the next research assessment cycle in Italy - VQR, i.e. the obligation that the research outputs eligible for evaluation be freely and openly accessible to all at least one of the following venues: a) university repository; b) OA thematic repository (e.g. PubMed, ArXiv); c) Discussion papers series; d) personal websites of the researcher. Many issues raised arise from the lack of knowledge of the role of institutional repositories and the "green way" of Open Access. Nevertheless, some issues remain open, especially as regards monographs. The article seeks to clarify some points, while highlighting three particularly critical points that still require clarifications or solutions.
