Summary:

"Articulating demand for information is an absolutely critical part of ensuring that transparency and open data initiatives are shaped and driven by real users. Information about demand can tell us about what data people want, how they want it, what they might do with it, and the enabling factors that can enable them to use it with the greatest impact. The World Bank has recently launched a research project to better understand the demand for open financial data (see their blog here).  Reaching out to a variety of open data users and suppliers, they have designed an online survey and follow up interviews, to collect examples of how people are currently using open data, and some of the benefits and challenges it brings. Recognising the fact that there are many potential users of open data who are not connected to the internet, they are also planning offline pilots. These will repurpose open data, to make it more accessible to communities, before asking for feedback on the usefulness of the data. If you are a user (or potential user) of data, and want to have an impact on the way that data is supplied and made available, then please complete the World Bank survey, and share it through your social networks. At aidinfo, we are working with our partners in Nepal and East Africa, as well as other existing users of aid and other resource flow information, to capture stories, examples and anecdotes of how information is used, what challenges are faced in using it, and why access to better data could improve their work or development outcomes. This research is central to our work in two ways: i)  Ensuring that our work on open data initiatives, like the International Aid Transparency Initiative and Open Nepal , is designed and shaped to meet the actual needs of civil society organizations, journalists, researchers, governments and other users of data;   ii)   Making the case for why publishing open data, and supporting access and use of it, is important for increasing the effectiveness of development, accountability, and more open and participatory governance of aid and other resource flows."
