" ... The opening of public research generalizes, driven by various national and European policies. Research institutions are implementing policies free access to scientific publications (Open Access) and open their research data (Open Data) to accelerate scientific discovery and facilitate innovation. New forms of scientific and industrial collaborations are encouraged (Open Innovation) to generate synergies in breaking down barriers between disciplines and skills. This general trend in the opening of the research is part of the broader context of internationalization of science that, to varying degrees across disciplines are increasingly conducted within the framework of joint research units mélant public and private, national laboratories and international partners. To frame these structural changes in the context of a globalized economy, governments conduct strong policies to encourage scientific institutions to deploy IE policies are traditionally based on intelligence systems , protection strategies and valuation of intangible assets of research, technology transfer programs to the private sector or support the creation of spin-off academics and technology start-ups. But the emergence of a open public science requires rethinking the traditional framework of EI. New approaches must be developed ..."
