[From Google's English] "Science Europe , an association founded in 2011, bringing together European organizations for research funding and research organizations, released Monday, April 27 a statement entitled 'New Science Europe Principles on Open Access Publisher Services' offering four principles in favor of free access.  Noting that 'scholarly publishing is preparing its transition to a system of open access', and is reorienting its business model to the provision of services, Science Europe seeks by this statement, to establish the minimum level of services that we are entitled to expect scientific publishers in the field of Open Access . In the second principle, Science Europe, recalling that researchers are holders of exclusive copyright on their products (in accordance with European Directive 2001/29 / EC transposed into French law in 2006 ) strongly encourages publishers to enable the provision of the articles under the terms of the license Creative Commons Attribution  CC-BY 4.0 ..."
