" ... The Hargreaves review teaches us several things. First of all: Progress is possible. But the fact that it is surprising that the government listened to academic evidence on copyright also tells us that in many other instances, simply producing evidence has not been enough. We’ve seen this on a European level in the case of the term extension for phonograms, where independent academic evidence was largely ignored. What the Hargreaves report has shown is that in concert with evidence, political leadership is needed. Identifying encouraging innovation and new business models as the goal of copyright reform in the UK opened the opportunity for economic evidence on how that goal could be achieved ..."
