This is how Fred Dylla, Executive Director Emeritus and former CEO of the American Institute of Physics, did it: After being approached by Bart Gordon, Chairman of the House Committee on Science and Technology, Fred Dylla formed a cross scholarly group with representation from publishers, librarians and universities. This group, avoiding press attention, worked for 6 months to devise a recommendations report that they all agreed on. They presented it to Bart Gordon, who used it to structure policy on government funded research ..."
