[From google's English] "The Swiss National Science Foundation (NSF) is continuing its efforts towards the 'Open Access' (OA) in Switzerland on 1 October 2013, researchers funded by the NSF will charge the cost of publishing in OA journals on their budget project. For self-archiving, the NSF recommends the shortest possible time embargo.With regard to Open Access, the researchers receiving grants from the NSF are, as in the past, the minimum required to self-archive their publications after the first publication in a magazine ("green road of OA") . Based on the guidelines of the European Research Council (ERC), the NSF recommends in this regard opt for solutions involving embargo times the smallest possible (six months). Since the possibility of a direct publishing in open access journal occurs, the NSF now encourage researchers to adopt this 'gold road' approach by implementing a new incentive: as of October 2013, researchers will charge the cost of publishing inherent in their project budget. Like most organizations promoting research in Europe, the NSF still not accept open access against payment of a fee of articles already published in a journal (OA hybrid models), the process leading to a double reward the same service.

Approach "gold road" support can not be provided in the form provided in its multiannual program 2012-2016, the NSF had proposed the introduction of the 'gold road' approach to Open Access and financial support publication in open access journals. The fiscal framework provided to NSF until 2016, however, has failed to implement the proposed measures, since they would need additional resources. Instead, the NSF decided to introduce the possibility, limited in time and volume of charge to the budget the costs of publishing in open access journals of recognized scientific quality, and thus create a incentive to give preference to open access journals for the publication of research results.  Maximum 3,000 francs by publication in open access journal  Initially limited time until the end of 2016, the incentive provides that, for the duration of the project, publication costs may be charged to the budget allocated up to 3,000 CHF per publication. The publication must be related to the grant of NSF or the previous request for subsidy in case of extension. The measure comes into force on 1 October 2013 and applies to projects already underway at that time. With regard to new applications, the open access publishing may already be included in the request, but this is not mandatory and no formal request to that effect is required. Concerning pending requests, the management fee open access is possible therefore that financial resources are available. The reporting of the costs of open access publishing is in financial reporting in the same way as the procedure applied so far to any charges. The researchers are required to specify their publications freely accessible when entering data on outputs."
