[From Google's English] "Secretary of Education Sander Dekker wants scientific results are free. Dutch scientists must therefore their results from 2016 published in so-called open access journals, and if they do not, then you want the Secretary to include an obligation to do so by law.  This sounds noble, but it will be a disaster for the level of scholarship at Dutch universities. What's wrong with the plan?  The efforts of researchers at the university should be to publish.
