"The final phase of the agreement between Elsevier and the Ministry of Higher Education and Research (MoR) takes place these days and we still do not have the assurance that a financial agreement will be reached . A consequence is that the Department will take this directly to the subscription source on endowments of universities and other institutions, the principle being that each institution must pay share based distribution model. Since we do not yet know the agreement reached MESR, we can not anticipate the rates to be applied to Montpellier and its components.
