<title>Patching Development: Information Politics and Social Change in India (MODERN SOUTH ASIA SERIES): Veeraraghavan, Rajesh: 9780197567821: Amazon.com: Books</title>
      <description>From email: Dear all,

So excited to be part of this group and humbled by the intros! I am a former Fellow and an Assistant Professor at Georgetown University at the Science, Technology and International Affairs, in the School of Foreign Service, in DC.

I have some exciting news to share.

I have a new book coming out next month on development, tech and information politics. I am eagerly looking for ways to promote this book! If you have suggestions for book talks (invite me!), podcasts or other avenues please let me know! Above all I will be so happy if you write to me if you find the book relevant to your interests.

Here is the abstract of the book :)

Patching Development: Information Politics and Social Change in India
How can development programs deliver benefits to marginalized citizens in ways that expand their rights and freedoms? Political will and good policy design are critical but often insufficient due to resistance from entrenched local power systems. The book is an ethnography of one of the largest development programs in the world, the Indian National Rural Employment Guarantee Act(NREGA), and examines in detail NREGA’s implementation in the South Indian state of Andhra Pradesh. It finds that the local system of power is extremely difficult to transform, not because of inertia, but because of coercive counter strategy from actors at the last mile and their ability to exploit information asymmetries. Upper-level NREGA bureaucrats in Andhra Pradesh do not possess the capacity to change the power axis through direct confrontation with local elites, but instead have relied on a continuous series of responses that react to local implementation and information, a process of patching development. Patching development is a top-down, fine-grained, iterative socio-technical process that makes local information about implementation visible through technology and enlists participation from marginalized citizens through social audits. These processes are neither neat nor orderly and have led to a contentious sphere where the exercise of power over documents, institutions and technology is intricate, fluid and highly situated. The book throws new light on the challenges and benefits of using information and technology in novel ways to implement development programs. While focused on one Indian state, the implications for increasing citizen participation and government transparency have global relevance.

Here are the blurbs that just came out as well! :)

How do you get cash payments for labor to the rural poor in the world's largest anti-poverty program? From the commanding heights of the bureaucracy to the front-lines of the village, from sophisticated software to grass roots social audits, Patching Development brilliantly shows us how the National Rural Employment Guarantee program in India has confronted the infamous problems of the last mile. The challenges and conflicts of implementing public policies to fight poverty have never been illuminated in such detail and with such analytic power." - Patrick Heller, Professor of Sociology and International and Public Affairs, Brown University

"Brilliant! In Patching Development, Veeraraghavan offers an innovative solution to bureaucratic hierarchy that is unable to respond to clients as it faces off against local power structures." - Michael Burawoy, Professor of Sociology, University of California, Berkeley

"Peppered with exhilarating stories from in-depth research among tribal communities, village councils, social activists, and state officials, Patching Development illuminates a rare case where a combination of political will and digital technology enables democratically accountable socio-economic transformation." - Kentaro Toyama, W.K. Kellogg Professor of Community Information, University of Michigan

"Veeraraghavan provides an excellent sectional analysis of social audit as patching—a mechanism to check misuse of money and authority in MGNREGA, a massive Indian public works programme. An important addition to systemic research on poverty and u</description>

<title>Call for Proposals | Tech Ethics Lab | University of Notre Dame</title>
      <description>
Hello BKC buzz,

As you may have seen, the Tech Ethics Lab I run at Notre Dame launched a Call for Proposals yesterday for applied projects, which may be of interest to the BKC community. Would you possibly be able to include a line item in the next newsletter about the CFP, which closes on November 23rd, you can link to more information here.

If it's useful, here's a short explanation of the CFP, as well as links to more information and the application:

The Notre Dame-IBM Technology Ethics Lab is pleased to announce an inaugural Call for Proposals, seeking to fund projects that connect to the Lab’s core mission to promote human values in technology. The resulting work will consist of applied, interdisciplinary projects in a variety of creative formats structured around six key themes: the ethics of scale, the ethics of automation, the ethics of prediction, the ethics of persuasion, the ethics of identification, and the ethics of adoption. The Lab welcomes a broad interpretation of these themes to engage with a variety of contemporary issues and challenges in the technology landscape.

The Call opens on Tuesday, October 12, 2021 and closes on Tuesday, November 23, 2021. Up to $500,000 USD in awards will be distributed, and the Lab welcomes applications from all industries, sectors, and geographies. Applicants may apply as individuals or as teams.

Visit the Tech Ethics Lab website or follow us on Twitter for more information about eligibility, project awards, and selection criteria, and apply here.

Many thanks in advance,

Elizabeth

      <title>#ShareTheMIcInCyber</title>
      <description>

Thank you for serving as the point person for your organization when it comes to #ShareTheMicInCyber! We appreciate your support, including those who’ve recently joined our efforts! We’re hoping that all supporting orgs will use their voices (on social media platforms and off) to support our upcoming October 22nd campaign. This shouldn’t take much time and will be relatively simple, but will have a huge impact on standing up against systemic racism in cyber.

Please amplify/retweet #ShareTheMicInCyber or @ShareInCyber on Twitter (or LinkedIn) the day of the event or to share a sample tweet below:

Follow along with #ShareTheMicInCyber as we join in celebrating #BlackCyberProfessionals during #CybersecurityAwarenessMonth. The theme of the 4th campaign is #PublicPrivatePartnerships-- grassroots orgs like @ShareInCyber can help operationalize policy by bringing people together!
The next  #ShareTheMicInCyber campaign, focused on #PublicPrivatePartnerships will take place all day on Friday October 22nd. Follow along as Cyber Allies share their platforms with #BlackCyberProfessionals. Like, retweet, and act! @ShareInCyber
[insert org] is proud to celebrate  #ShareTheMicInCyber by amplifying the voices of #BlackCyberProfessionals.  We know how important #diversity is for #cybersecurity and we [insert an action here about hiring, or another institutional act your org has taken recently or is committed to taking — and we encourage you to sign the MakingSpace in Cyber pledge here]
As  @lzxdc shared in her @CISAgov #CISAsummit remarks, there is power in individual and collective action to combat systemic racism in cybersecurity. We’re proud to support #ShareTheMicInCyber

We have a lot of participants this round who’ve chosen Linkedin as their platform of choice, so please — follow the #ShareTheMicInCyber hashtag, and help amplify the content you see there. We also encourage organizational accounts to change their banner images and/or add #ShareTheMicInCyber to their online handles for the month. Really encouraging everyone to take an affirmative action this month, whether that's in hiring, digital skilling, or in building greater relationships — the time has never been better to act within your org.

Finally, if you’d like to join #ShareTheMicInCyber for a conversation on October 22nd at 2:00pm ET — please let us know soon! We’ll be hosting a Twitter Spaces conversation (sponsored and shared by Twitter) on the importance of “focusing on the middle” and uplifting mid-career professionals in cyber. That conversation will center around what successful DEI initiatives look like, and we’d love to hear from your organizations during that conversation.

Best,

Katelyn

<title>We're looking for web developers! Library Innovation Lab</title>
<description>"Work on stuff that matters. Our core projects are about opening access to law; redefining legal casebooks and reducing their cost; and exploring cutting-edge web archival techniques to keep important links working for the next 100 years.

Build open source. All of our projects are open source and otherwise designed to maximize the public benefit of our work.

Set your own pace. We are a small, self-directed group. Pick the priorities where you see the highest impact at a pace that feels comfortable. We have real vacations and no crunch time.

Set your own research agenda. We are located at the Harvard Law School Library and share a kitchen with the Berkman Klein Center and metaLAB. Going to events, having conversations, developing your scholarly perspective, and exploring it through code are encouraged. We will specifically prioritize these things at the cost of shipping the next feature.

Have job stability and support. While we maintain the creative atmosphere and flexibility of a small innovation lab, we're backed by an established institution with strong benefits and support for employees...."
