    <summary type="html">&lt;p&gt;The report examines, monitors and quantifies compliance with the open access requirements of Horizon 2020, for both publications and research data. With a steadily increase over the years and an average success rate of 83% open access to scientific publications, key findings indicate that the European Commission’s leadership in the Open Science policy has paid off. The study concludes with specific recommendations to improve the monitoring of compliance with the policy under Horizon Europe – which has a more stringent and comprehensive set of rights and obligations for Open Science. The data management plan and the datasets of the study are also available on data.europa.eu, the official portal for European data.&lt;/p&gt;

&lt;p&gt;"Shareholder value maximisation has been severely criticised in recent years, with a growing number of prominent business leaders recognising that companies have obligations to society as well as their shareholders.&lt;/p&gt;

&lt;p&gt;This moral responsibility is also emerging in scholarly communications. Most academic research is still published behind paywalls, but researchers and funders are increasingly looking to make data and research outputs freely and openly available for the benefit of society.&lt;/p&gt;

&lt;p&gt;The lion’s share of academic research is publicly funded, yet revenues derived from that research are distributed disproportionately, serving shareholders rather than researchers. Academic publishers and their shareholders have benefitted from an increasing proportion of library budgets. In the past, publishers routinely sought annual increases of journal subscription fees in addition to significant revenue from open access article processing charges. This is particularly hard for the smaller institutions that want to publish open access."&lt;/p&gt;

With more than 270 responses from 36 European countries, the survey report focuses on the level of development of Open Science in European universities. It also addresses the role of Open Science in institutions’ strategic priorities and its implementation in institutional practices.&lt;/p&gt;

    <summary type="html">&lt;p&gt;cOAlition S strategy of applying a prior licence to the Author’s Accepted Manuscript (AAM) is designed to facilitate full and immediate open access of funded scientific research for the greater benefit of science and society. It helps authors exercise their ownership rights on the AAM, so they can share it immediately in a repository under an open licence.&lt;/p&gt;

&lt;p&gt;The manuscript – even after peer-review – is the intellectual creation of the authors. The RRS is designed to protect authors’ rights. The costs that publishers incur for the AAM, such as managing the peer-review process, are covered by subscriptions or publication fees. Delivering such publication services does therefore not entitle publishers to limit, constrain or appropriate ownership rights in the author’s AAM.&lt;/p&gt;

&lt;p&gt;Some subscription publishers have recently put in place practices that attempt to prevent cOAlition S funded researchers from exercising their right to make their AAM open access immediately on publication.&lt;/p&gt;

&lt;p&gt;The undersigned – cOAlition S funders and other stakeholders in academic publishing – wish to provide clarity to researchers about these practices, and caution them about the possible consequences.&lt;/p&gt;

    <summary type="html">&lt;p&gt;The scholarly publishing sector is undergoing a period of profound change, driven by technological change, a huge demand for publication outlets, and for rapid, open access to the findings of scientific research. This is inspiring new and innovative approaches to scholarly communications, underpinned by the technologies of the digital revolution. At the same time, there is increasing concern about the business models and operating practices of the publishing sector, particularly those adopted by the large multinational publishers that dominate scholarly publishing.&lt;/p&gt;

&lt;p&gt;Recognizing this tension, the ISC has initiated a project on the the future of scientific publishing, and commissioned this occasional paper, written by Rupert Gatti. The paper assesses the economic implications of current business models for scientific publishing, evaluating their advantages and disadvantages. It complements and is informed by the ISC draft discussion paper shared with members for review in July 2020.&lt;/p&gt;

    <summary type="html">&lt;p&gt;Abstract:&lt;/p&gt;

&lt;p&gt;The implementation of policies promoting the adoption of an open science (OS) culture must be accompanied by indicators that allow monitoring the uptake of such policies and their potential effects on research publishing and sharing practices. This study presents indicators of open access (OA) at the institutional level for universities worldwide. By combining data from Web of Science, Unpaywall and the Leiden Ranking disambiguation of institutions, we track OA coverage of universities’ output for 963 institutions. This paper presents the methodological challenges, conceptual discrepancies and limitations and discusses further steps needed to move forward the discussion on fostering OA and OS practices and policies.&lt;/p&gt;

&lt;p&gt;"&lt;span&gt;To fulfil the aims of the conference we have handpicked speakers to reflect the broad &lt;/span&gt;&lt;span&gt;application of Open Research. &lt;/span&gt;&lt;span&gt;Clarity was also important to our aim of properly addressing suboptimal research practice and cultural norms"&lt;/span&gt;&lt;/p&gt;

&lt;p&gt; &lt;/p&gt;

&lt;p&gt;&lt;span&gt;The conference was separated into the following sections: &lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;The problem defined. &lt;/em&gt;&lt;span&gt;Speakers present on common issues and barriers that undermine the quality and credibility of our research. These include fraud, questionable research practices, publication bias, and inappropriate incentives.&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;The problem solved.&lt;/em&gt;&lt;span&gt; Speakers discuss top-down and bottom-up initiatives and solutions that can be implemented by researchers and educators, providing evidence on how they have benefited research and research culture. &lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;A roundtable discussion&lt;/em&gt;&lt;span&gt;. Panel composed of funders and initiatives promoting and supporting Open Research."&lt;/span&gt;&lt;/p&gt;

    <summary type="html">At the end of May, cOAlition S published a revised Implementation Plan for Plan S, following extensive consultation with the community. cOAlition S received over 600 responses to its call for comments. LERU’s own response was followed up by a visit from cOAlition S to LERU’s INFO policy group for more detailed discussion and comment. The revised Implementation Plan retains the vision of the original Plan S, whilst softening many of the implementation features. This is clearly in response to feedback received and cOAlition S are to be congratulated in the openness of their response.

Unfortunately, this is not possible for all types of publications or journals. However, Dutch copyright law offers an alternative. Article 25fa of the Copyright Act (Taverne Amendment) allows researchers to share short scientific works (e.g. articles &amp;amp; book chapters), regardless of any restrictive publishers' guidelines.&lt;/p&gt;

    <summary type="html">&lt;p&gt;"At CRUK, we're committed to ensuring that the data and knowledge generated through our funding is put to maximum use by the scientific research community and, whenever possible, is translated to deliver patient benefit. One of the ways we do this is by providing timely, open and unrestricted access to published research. This facilitates rapid sharing of knowledge and promotes innovation. Thus, we strongly support the aim of Plan S to make research openly available.&lt;/p&gt;

&lt;p&gt;We have sought feedback from our researchers, by surveying CRUK-funded group leaders and fellowship holders to gather their opinions on Plan S. We received over 100 responses, with detailed feedback. Concerns were raised by our researchers and internally about the proposed implementation of Plan S, detailed in our response below, which prevent us from signing up to the current version of the plan. We need to ensure that our researchers are not in any way disadvantaged and can continue to do the best science and accelerate progress in cancer research.&lt;/p&gt;

&lt;p&gt;Based on this feedback and internal discussions at CRUK, we do not feel the current implementation plan is the best way forward, but we are willing to continue to work with cOAlition S to overcome these significant barriers and find a workable implementation.&lt;/p&gt;

    <summary type="html">&lt;p&gt;This is the second independent report on Open Access received from Professor Adam Tickell, Chair of the UK Open Access Co-ordination Group. The first was received in 2016. It presents a refreshed evidence base, and answers specific questions requested by the Minister for Universities and Science, Jo Johnson, in November 2017. The response from the minister Chris Skidmore MP to Professor Adam Tickell is available here too.&lt;/p&gt;

&lt;p&gt;Executive Summary: 
"The UK has an enviable track record in producing excellent research and scholarship. Since the publication of the Finch Report in 2012, research funders, publishers and universities have been committed to publishing journals. During this period, major advances have been made, both in terms of the share of publications in Open Access journals and articles and in terms of the complicated – and often unglamorous – underpinning infrastructure. Members of the UUK Open Access Coordination Group have worked tirelessly and effectively, through specialist sub-groups, and developed measures that have removed many of the barriers to Open Access publishing.&lt;/p&gt;

&lt;p&gt;This report provides an overview of the benefits of Open Access publishing and details the ways in which the United Kingdom has been at the forefront of the Open Access movement. Over half of research publications can be read for free online and I anticipate that this will rise, such that the Government’s aspiration that all publicly-funded research is available in this form if the current funding is maintained.&lt;/p&gt;

&lt;p&gt;As anticipated in the Finch Report, such progress has come at additional financial cost and whilst there has been some important experimentation, a transformation of the publication model – from subscriptions to charges for Open Access – has not materialised. Both the Wellcome Trust and UK Research and Innovation are currently reviewing their approach to Open Access.&lt;/p&gt;

&lt;p&gt;The UK’s leadership in supporting Open Access has been taken up with enthusiasm in other countries and by major global philanthropic funders of research. This is testament to the influence of the Finch Report, but I note that there is a range of different approaches being taken to achieving the shared aim of global Open Access to research.&lt;/p&gt;

&lt;p&gt;In order to ensure that this aspiration can be met, however, universities and funders need to be committed to supporting Open Access further. I have therefore made a set of recommendations to achieve this."&lt;/p&gt;

    <summary type="html">&lt;p&gt;If you are working (or even vaguely interested) in the scholarly communication space then you will not have failed to hear about the release of ‘&lt;a href="https://www.scienceeurope.org/wp-content/uploads/2018/09/Plan_S.pdf"&gt;Plan S&lt;/a&gt;’ last week. There has been a slew of reports and commentary (at the end of the sister blog “&lt;a href="https://unlockingresearch-blog.lib.cam.ac.uk/?p=2145"&gt;Most Plan S principles are not contentious&lt;/a&gt;”). Here’s another (hopefully useful) addition to the mix.&lt;/p&gt;

&lt;p&gt;The document identifies the key target as being: &lt;strong&gt;“&lt;/strong&gt;&lt;strong&gt;After 1 January 2020 scientific publications on the results from research funded by public grants provided by national and European research councils and funding bodies, must be published in compliant Open Access Journals or on compliant Open Access Platforms.”&lt;/strong&gt; There are 10 supporting principles to this statement.&lt;/p&gt;

&lt;p&gt;The plan is specifically engineered to force the hand of publishers and academics to really embrace (begrudgingly adopt?) change. Personally I welcome a bit of disruption. It will be no surprise to anyone that I &lt;a href="https://www.repository.cam.ac.uk/handle/1810/269913"&gt;consider the policies that arose from Finch to have failed&lt;/a&gt;. But this new development has, understandably, given a few people the jitters.&lt;/p&gt;

&lt;p&gt;Abstract: This thesis makes a contribution to the knowledge of open access through a historically and theoretically informed account of contemporary open access policy in the UK (2010–15). It critiques existing policy by revealing the influence of neoliberal ideology on its creation, and proposes a commons-based approach as an alternative. The historical context in Chapters 2 and 3 shows that access to knowledge has undergone numerous changes over the centuries and the current push to increase access to research, and political controversies around this idea, are part of a long tradition. The exploration of the origins and meanings of ‘openness’ in Chapter 4 enriches the understanding of open access as a concept and makes possible a more nuanced critique of specific instantiations of open access in later chapters. The theoretical heart of the thesis is Chapter 5, in which neoliberalism is analysed with a particular focus on neoliberal conceptions of liberty and openness. The subsequent examination of neoliberal higher education in Chapter 6 is therefore informed by a thorough grounding in the ideology that underlies policymaking in the neoliberal era. This understanding then acts as invaluable context for the analysis of the UK’s open access policy in Chapter 7. By highlighting the neoliberal aspects of open access policy, the political tensions within open access advocacy are shown to have real effects on the way that open access is unfolding. Finally, Chapter 8 proposes the commons as a useful theoretical model for conceptualising a future scholarly publishing ecosystem that is free from neoliberal ideology. An argument is made that a commons-based open access policy is possible, though must be carefully constructed with close attention paid to the power relations that exist between different scholarly communities.&lt;/p&gt;

&lt;span&gt;However, as long as the powerful scientific standardization and evaluation system is not fundamentally changed towards the recognition of "self-publishing" via institutional repositories, there are few incentives for digital non-profit OA publications, although their general advantages are undeniable." &lt;/span&gt;&lt;/span&gt;- (English translation from Google Translate)&lt;/p&gt;

&lt;p&gt;Abstract (German): Die Implementierung von Open Access (OA) als „golden, green and hybrid road“ profitorientierter Verlage ist ein folgenschwerer Irrweg, gemessen an den immensen Möglichkeiten einer emanzipatorischen Transformation der Wissenschaftskommunikation auf Basis von Digitalisierung und Internet.     <summary type="html">&lt;p&gt;Abstract: Due to the effect of citation impact on The Higher Education (THE) world university ranking system, most of the researchers are looking for some helpful techniques to increase their citation record. This paper by reviewing the relevant articles extracts 33 different ways for increasing the citations possibilities. The results show that the article visibility has tended to receive more download and citations. This is probably the first study to collect over 30 different ways to improve the citation record. Further study is needed to explore and expand these techniques in specific fields of study in order to make the results more precisely.&lt;/p&gt;
