<p>Abstract:  "As Open Access continues to gain importance in science policy, understanding the proportion of Open Access publications relative to the total research output of research-performing organizations, individual countries, or even globally has become increasingly relevant. In response, dashboards are being developed to capture and communicate progress in this area. To provide an overview of these dashboards and their characteristics, an extensive survey was conducted, resulting in the identification of over 60 dashboards. To support a detailed and structured description, a dedicated metadata schema was developed, and the identified dashboards were systematically indexed accordingly. We provide an openly reusable dataset and an interoperable metadata schema that enable comparative and longitudinal analyses of Open Access dashboards across regions and operator types, and we invite the community to reuse, extend, and refine them. <h3>Abstract</h3> <p> </p> <p><strong>Introduction</strong>: Institutional repositories (IRs) support the Open Access (OA) transformation and are a key cornerstone for publishing and accessing scholarly information. Currently, they undergo changes and are required to transition to a modern information infrastructure. This study surveys the challenges of this transition for IRs in Germany from the perspective of library and information science.</p> <p><strong>Methods</strong>:<strong> </strong>For this study, we conducted 15 expert interviews with repository managers from the German IR community who are employed at academic libraries. The interviews were recorded, transcribed, and analyzed using qualitative content analysis. The sample of interviewees was compiled using a standardized list and the method of purposeful sampling. </p> <p><strong>Results</strong>:<strong> </strong>We identified five core challenges: Preprints in IRs as means of rapid scholarly communication, the possibilities of effective information management through IRs and current research information systems (CRIS), self-archiving in IRs and the green OA route, the importance of collaborating text and data repositories for Open Science, and the challenges associated with monitoring publication output and costs through IRs.</p> <p><strong>Discussion</strong>: We discussed the five core challenges regarding recent developments within the library and repository community, such as the Barcelona Declaration on Open Research Information, a recent policy-based attempt to harmonize secondary publication rights in Europe, or community projects aimed at providing transparency to publication costs in higher education. Conclusion: IRs’ core mission is to publish, reference, and monitor scholarly output. <p>"This article presents the results of a survey conducted in 2024 among research performing organizations (RPOs) in Germany on how they collect data on publication costs. Of the 583 invitees, 258 (44.3%) completed the questionnaire. This survey is the first comprehensive study on the recording of publication costs at RPOs in Germany. The results show that the majority of surveyed RPOs recorded publication costs at least in part. However, procedures in this regard were often non-binding. Respondents' ratings of the reliability of the collection of data on publication costs varied by the source of publication funding. Eighty percent of respondents rated the contribution of collecting data on publication costs to shaping the open access transformation as "very important" or "important." Yet, these data were used as a basis for strategic decisions in only 59% of the surveyed RPOs. Moreover, most respondents considered the implementation of an information budget at their institutions by 2025 unlikely. We discuss the implications of these findings for the open access transformation."</p>

<p><span>Translation: "Digitalization is transforming our everyday lives as fundamentally as it is reshaping the landscape of science—across research, teaching, administration, and especially in the ways new knowledge is generated, shared, and preserved.</span></p> <p>With the help of digitalization, we are creating free access to our shared intellectual and cultural heritage: Since 2025, Mecklenburg-Vorpommern and its scientific and research institutions have been pursuing the goal—through the "Open Access Strategy MV" and its implementation—of making scholarly publications and digitized cultural assets freely accessible online to everyone.</p> <p>The state has already anchored the topic of open access in its legal framework through Section 48 of the State Higher Education Act and the key parameters for university development. The state parliament also addressed the issue in 2024 and adopted a corresponding resolution. In addition, the federal and state governments have developed joint open access guidelines.</p> <p>The term open access, originating from English, means "free access." <p>Scholarly blogs can disseminate current research content quickly and beyond their own specialist community and put it up for discussion. Open communication without paywalls increases the visibility of scholarly research. Researchers as well as information infrastructure and cultural institutions therefore have an interest in supporting scholarly blogs as an Open Access publication format. But what can the individual actors do to strengthen and further develop scholarly blogs and how do scholarly blogs fit into current discussions about the science-led development of the Open Access transformation (Pampel et al. 2024)? During the workshop ‘Blogs as a blueprint for community-led Open Access publishing’ which took place as a part of the Open-Access-Tage 2024, the role of blogs within science communication was discussed using three statements (“Open-Access-Tage: Mittwoch, 11.09.2024” n.d.).</p>

<p>"The discussion about the further shaping of the open access transformation has gained new momentum through the „Council Conclusions on High-Quality, Transparent, Open, Trustworthy and Equitable Scholarly Publishing“ by the EU Science Ministries from May 2023. The necessity of non-profit, scholarly open access publication models is emphasized. Against this background and further debates on the topic, „Theses on the Future of Community-Driven Open Access Publishing“ (German: „Thesen zur Zukunft des wissenschaftsgeleiteten Open-Access-Publizierens“) were developed as a contribution to the discussion at the satellite conference „Community-Driven Open Access Publishing“ (German: „Wissenschaftsgeleitetes Open-Access-Publizieren“) organized by the Berlin School of Library and Information Science of the Humboldt-Universität zu Berlin on September 26, 2023. The event accompanied the Open Access Days 2023, held at the Freie Universität Berlin. This paper presents the theses and describes their genesis and discussion process. <p>I had the great opportunity to be part of the <a href="https://home.cern/news/news/knowledge-sharing/cern-and-nasa-join-forces-commit-research-future-open-and-accessible">CERN-NASA</a> working group “Infrastructure for Open Scholarship”. This working group was established following the 2023 CERN-NASA Summit “Accelerating the Adoption of Open Science”. As a result of the summit, a closing statement was published, outlining key areas of action for Open Science <span>(<a href="https://infomgnt.org/posts/2026-06-11-recommendations-on-open-science-infrastructures/#ref-tananbaum_sowing_2023">Tananbaum et al. 2023</a>)</span>.</p> <p>Under the umbrella of the Open Research Funders Group (<a href="https://www.orfg.org/news/2023/11/01/cern-nasa-summit">ORFG</a>) and with financial support from the Gordon and Betty Moore Foundation, key topics from the closing statement were further developed in working groups. One of these working groups focused on the advancement of open science infrastructures. Our working group has now published its results in the form of a set of recommendations for funding organizations <span>(<a href="https://infomgnt.org/posts/2026-06-11-recommendations-on-open-science-infrastructures/#ref-arancio_science_2024">Arancio et al. 2024</a>)</span>.</p>

<p>For more than ten years, re3data, a global registry of research data repositories (RDRs), has been helping scientists, funding agencies, libraries, and data centers with finding, identifying, and referencing RDRs. As the world’s largest directory of RDRs, re3data currently describes over 3,000 RDRs on the basis of a comprehensive metadata schema. The service allows searching for RDRs of any type and from all disciplines, and users can filter results based on a wide range of characteristics. The re3data RDR descriptions are available as Open Data accessible through an API and are utilized by numerous Open Science services. re3data is engaged in various initiatives and projects concerning data management and is mentioned in the policies of many scientific institutions, funding organizations, and publishers. This article reflects on the ten-year experience of running re3data and discusses ten key issues related to the management of an Open Science service that caters to RDRs worldwide.</p>

<p><span>Auf der Satelliten-Konferenz "Wissenschaftsgeleitetes Open-Access-Publizieren" zu den Open-Access-Tagen 2023 werden  aktuelle Herausforderungen für Publikationsinfrastrukturen in akademischer Trägerschaft diskutiert.</span></p> <p><span>Betrachtet werden Publikationsinitiativen, die von Forschenden, wissenschaftlichen Einrichtungen wie Hochschulen und außeruniversitären Einrichtungen oder Fachgesellschaften organisiert werden und somit als wissenschaftlich geleitet verstanden werden können. Ein Blick auf diese Initiativen zeigt, dass solche Publikationsinfrastrukturen in unterschiedlichen Ausprägungen mit und ohne Publikationsdienstleister organisiert werden. Organisationsformen, Finanzierungsmodelle und technische Infrastrukturen werden je nach Trägerschaft der Infrastrukturen unterschiedlich ausgestaltet.</span></p> <p><span>Die Konferenz wird Raum für die Diskussion aktueller Fragestellungen rund um diese Infrastrukturen bieten. Dabei sollen die Schnittpunkte der unterschiedlichen Initiativen herausgearbeitet und Perspektiven für das wissenschaftsgeleitete Open-Access-Publizieren eröffnet werden. Ein Schwerpunkt der Befassung liegt auf der Betrachtung des Zusammenspiels von Wissenschaft und Informationsinfrastruktur.</span></p> <p><span>Im Vorfeld des Events wird vom Programmkomitee ein Thesenpapier zur Zukunft von wissenschaftsgeleiteten Open-Access-Publizieren formuliert. Ziel des Papiers ist es, aktuelle Chancen und Herausforderungen beim wissenschaftsgeleiteten Open-Access-Publizieren in Deutschland zu adressieren. <p>The DFG funded project „openCost" creates a technical infrastructure to comprehensively record publication cost data, make them openly distributable by means of standardized interfaces, and accessible by well known platforms like EZB, OpenAPC or the the OpenAccess Monitor.Besides presenting first results from openCost itself the main goal of the workshop is to create an opportunity for knowledge exchange between national and international experts in the field. <h1>Recommendations for Transformative Journal Agreements with Providers of Publishing Services published</h1> <div> <p>As part of the Alliance of Science Organizations’ “Digital Information” priority initiative, the “<a href="https://doi.org/10.48440/allianzoa.046">Recommendations for Transformative Journal Agreements with Providers of Publishing Service</a>” have now been published. </p> <p>These formulated criteria will serve as a common, action-guiding framework for actors from all science organizations — that is, higher education institutions as well as non-university research institutions — for negotiations with providers of publishing services. <div> <p>The discussion on the transformation of scholarly journals to open access (OA) increasingly concerns financial aspects. Considering the variety of funding strategies for article processing charge (APCs), the array of cost types for scientific information and the need for data monitoring to promote cost transparency, an integrated view of the financial dimension of the OA transition is needed. This commentary describes the need for implementing an information budget that looks beyond just the library budget and comprehensively targets all financial flows from universities and other research performing organizations to publishers. An information budget promotes an integrated perspective on the distributed costs at a given institution. This centralized approach of assessing financial flows can be used to strengthen the position of research institutions when negotiating with publishers.</p> </div>

The event was organized by the Helmholtz Open Science Office. The virtual forum was dedicated to three aspects in the open and sustainable use of research software in the Helmholtz Association: policy, practice, and infrastructures and tools. The event was the second in a series of Helmholtz Open Science Forums on the topic. The first event took place in May 2021 under the title "Policies for Research Software". <p>DeepGreen is an infrastructure that collects journal articles from academic publishers and sends them to authorised libraries for publication in their repositories. As a service provider for universities, non-university institutions and the academics working there, DeepGreen supports libraries in making publications freely accessible on Open Access (OA) repositories and promotes the interaction between scientific institutions and publishers. DeepGreen was funded by the German Research Foundation from January 2016 to June 2021 and will be operated for two more years by the Cooperative Library Network Berlin-Brandenburg, the Bavarian State Library and the Erlangen-Nuremberg University Library. The article discusses various aspects of the realisation of DeepGreen and addresses the prospects of this central OA infrastructure for German academic institutions.</p>

<p>As the digitization of research and teaching progresses, the number of software solutions created at scientific institutions and used to gain knowledge is increasing. In many disciplines, the accessibility and subsequent use of scientific results - called for under the heading of Open Science - can only be ensured if, in addition to research data, program code is also made openly accessible.</p> <p>This checklist is aimed at decision-makers in the Helmholtz centers who are concerned with the implementation of guidelines for sustainable research software. It supplements a model guideline (https://doi.org/10.2312/os.helmholtz.007) that already provides the centers with a guiding and reusable template for the creation of regulations for the sustainable use of research software.</p>

<p><span>As part of the BMBF-funded </span><a href="https://open-access.net/en/about-us/open-accessnetwork">open-access.network</a><span> project, the </span><a href="https://os.helmholtz.de/en/">Helmholtz Open Science Office</a><span>, in cooperation with universities of applied sciences throughout Germany, has organised a total of 16 regional </span><a href="https://open-access.net/community/veranstaltungen/veranstaltungen-des-projekts-open-accessnetwork">events</a><span> for scientists in the workshop series "Introduction to Open Access and Copyright". Between September 2020 and May 2021, participants in the online workshops were able to deepen their knowledge of Open Access to scientific publications and copyright law and discuss examples of use from their own practice. The management of the host universities also made use of the offer for advisory talks on topics such as the introduction of an OA guideline, the integration of OA into publication workflows or the establishment of a fund for OA publication fees at the university.</span></p>

<p>Since 2012, re3data has been a relevant part of the open science service landscape. The registry provides substantial information about research data repositories (RDR) directly for researchers. In addition to this, several other services reuse re3data metadata about RDR to provide additional services for their target audiences (be it individuals or institutions). To adapt re3data and its metadata to the current needs of involved stakeholders the re3data COREF project conducted a stakeholder survey and held a series of workshops at the end of 2020. Participants were asked about the ways they already use re3data and how they would like to use re3data in the future.</p> <p>The results and findings of the survey, presentations, and discussions are documented and have been published in the <a href="https://doi.org/10.48440/re3.013">re3data Stakeholder Survey and Workshop Report</a>. This report represents the basis of the <a href="https://doi.org/10.48440/re3.012">Conceptual Model for User Stories</a>, published in August 2021. </p>

<p>Open Access, Open Research Data and Open Research Software: these topics are shaping the current discussions on Open Science in the Helmholtz Association. But what indicators show the cultural change towards Open Science? And what incentives do indicators provide for the development of Open Access? These and other questions will be addressed by the virtual Helmholtz Open Science Forum under the motto "Indicators for Open Science" on 20 January 2021. In preparation for this event, the Helmholtz Open Science Office is presenting this discussion paper. The aim is to provide an overview of the current debate on indicators in the field of Open Science and to give impulses for their further development. The present paper introduces the topic and addresses key questions on how the topic is dealt with in the Helmholtz Association.</p>

We analyze the online response to the preprint publication of a cohort of 4,606 scientific articles submitted to the preprint database arXiv.org between October 2010 and May 2011. We study three forms of responses to these preprints: downloads on the arXiv.org site, mentions on the social media site Twitter, and early citations in the scholarly record. We perform two analyses. First, we analyze the delay and time span of article downloads and Twitter mentions following submission, to understand the temporal configuration of these reactions and whether one precedes or follows the other. Second, we run regression and correlation tests to investigate the relationship between Twitter mentions, arXiv downloads and article citations. We find that Twitter mentions and arXiv downloads of scholarly articles follow two distinct temporal patterns of activity, with Twitter mentions having shorter delays and narrower time spans than arXiv downloads. We also find that the volume of Twitter mentions is statistically correlated with arXiv downloads and early citations just months after the publication of a preprint, with a possible bias that favors highly mentioned articles
