Imagine a Research Future Defined by Open Values: Introducing the Open Science MOOC – Generation R

The world of research is not working as well as it could be. On all sides we see issues with reproducibility, questionable research practices, barriers and walls, wasteful research, and flawed incentive and reward systems. If we want research to be more effective in helping to solve the problems our world currently faces, we have to be better.

This is what we are trying to help with through the Open Science MOOC. We understand that expectations are changing in how to perform and communicate research, as it adapts to a new age of Web-based technologies. Modern research now demands transparency, collaboration, and a more continuous process. At the Open Science MOOC, we want to help develop a peer-to-peer, value-based community that works towards better science for society.

"The EU’s 2021-27 R&D programme will not pay for articles to be published in hybrid open-access journals under proposals published by the European Commission.

Horizon Europe will pay article processing charges only “for purely open-access publishing venues (i.e. not ‘hybrid’ journals)” under Commission proposals published on 7 June. The current programme Horizon 2020 does support hybrid journals. The change would be controversial as it could prevent researchers from publishing in their first-choice locations....

A Commission source told Research Europe that the Commission is dropping its support for hybrid journals in part because they “do not currently appear to support a transition towards full open-access publishing models”. The source added that national funders are better placed to negotiate with publishers on the offsetting of subscription fees in hybrid models....

The Commission’s move will force researchers funded by Horizon Europe to publish either in fully open-access journals or through the green model if they want the programme to foot the bill.

Steven Inchcoombe, chief publishing officer at Springer Nature, said the decision was “likely to decrease open-access publication overall and risk a significant regression in open-access uptake” because hybrid journals “play an important role in aiding the transition to open access”. Springer Nature reported last month that it published about 3,900 articles with UK-based corresponding authors in its hybrid journals in 2017, compared with about 4,450 articles in its fully open-access journals...."

"Hybrid Open Access is an intermediate form of OA, where authors pay scholarly publishers to make articles freely accessible within journals, in which reading the content otherwise requires a subscription or pay-per-view. Major scholarly publishers have in recent years started providing the hybrid option for the vast majority of their journals. Since the uptake usually has been low per journal and scattered over thousands of journals, it has been very difficult to obtain an overview of how common hybrid articles are. This study, using the results of earlier studies as well as a variety of methods, measures the evolution of hybrid OA over time. The number of journals offering the hybrid option has increased from around 2,000 in 2009 to almost 10,000 in 2016. The number of individual articles has in the same period grown from an estimated 8,000 in 2009 to 45,000 in 2016. The growth in article numbers has clearly increased since 2014, after some major research funders in Europe started to introduce new centralized payment schemes for the article processing charges (APCs)...."

A multi-disciplinary perspective on emergent and future innovations in peer review - F1000Research

Peer review of research articles is a core part of our scholarly communication system. In spite of its importance, the status and purpose of peer review is often contested. What is its role in our modern digital research and communications infrastructure? Does it perform to the high standards with which it is generally regarded? Studies of peer review have shown that it is prone to bias and abuse in numerous dimensions, frequently unreliable, and can fail to detect even fraudulent research. With the advent of Web technologies, we are now witnessing a phase of innovation and experimentation in our approaches to peer review. These developments prompted us to examine emerging models of peer review from a range of disciplines and venues, and to ask how they might address some of the issues with our current systems of peer review. We examine the functionality of a range of social Web platforms, and compare these with the traits underlying a viable peer review system: quality control, quantified performance metrics as engagement incentives, and certification and reputation. Ideally, any new systems will demonstrate that they out-perform current models while avoiding as many of the biases of existing systems as possible. We conclude that there is considerable scope for new peer review initiatives to be developed, each with their own potential issues and advantages. We also propose a novel hybrid platform model that, at least partially, resolves many of the technical and social issues associated with peer review, and can potentially disrupt the entire scholarly communication system. Success for any such development relies on reaching a critical threshold of research community engagement with both the process and the platform, and therefore cannot be achieved without a significant change of incentives in research environments.

Novel processes and metrics for a scientific evaluation rooted in the principles of science

Abstract: Scientific evaluation is a determinant of how scientists, institutions and funders behave, and as such is a key element in the making of science. In this article, we propose an alternative to the current norm of evaluating research with journal rank. Following a well-defined notion of scientific value, we introduce qualitative processes that can also be quantified and give rise to meaningful and easy-to-use article-level metrics. In our approach, the goal of a scientist is transformed from convincing an editorial board through a vertical process to convincing peers through an horizontal one. We argue that such an evaluation system naturally provides the incentives and logic needed to constantly promote quality, reproducibility, openness and collaboration in science. The system is legally and technically feasible and can gradually lead to the self-organized reappropriation of the scientific process by the scholarly community and its institutions. We propose an implementation of our evaluation system with the platform “the Self-Journals of Science” (www.sjscience.org)
