"The 2023 open data maturity (ODM) assessment evaluated the maturity of countries in the field of open data. In particular, the assessment measured the progress of European countriesin making public sector information available and stimulating its reuse, in line with the open data directive (Directive (EU) 2019/1024). A total of 35 countries participated in this ninth consecutive annual assessment, including the 27 EU Member States, 3 European Free Trade Association countries (Iceland, Norway and Switzerland) and 5 candidate countries (Bosnia and Herzegovina, Montenegro, Albania, Serbia and Ukraine). This report aims to help readers better understand the level of ODM of the participating countries, to identify areas for improvement and to enable participating countries to learn from one another. As an annual publication, the ODM report also captures the progress made by countries over time, with the 2023 report providing the latest information. Moreover, it gives an overview of best practices implemented across Europe that could be transferred to other national and local contexts. The assessment methodology defines ODM using four dimensions.

• Policy investigates the open data policies and strategies in place in the participating countries, the national governance models for managing open data and the measures applied to implement those policies and strategies.

• Impact analyses the willingness, preparedness and ability of countries to measure both the reuse of open data and the impact created through this reuse.

• Portal investigates the functionality of national open data portals, the extent to which users’ needs and behaviour are examined to improve the portal, the availability of open data across different domains and the approach to ensuring the portal’s sustainability.

• Quality assesses the measures adopted by portal managers to ensure the systematic harvesting of metadata, the monitoring of metadata quality and compliance with the DCATAP metadata standard, and the quality of deployment of the published data on the national portal...."
