Summary:
From Google's English: The following article examines the question of how participation in distributions by VG WORT can be reconciled with the principles of open access and scientific ethics and sheds light on the tension between promoting the common good through free access to knowledge and the exercise of statutory remuneration claims, especially in the context of publicly funded science....
On the one hand, publicly funded publications should not only be freely accessible to the general public, but also free to use, at least to the extent permitted by law - a basic idea that is anchored in the open access principle and the Berlin Declaration of 2003. On the other hand, scientists are entitled to financial compensation for the use of their works, especially if this is subject to restrictions that are not covered by the Creative Commons licenses.
As long as there are no clear incentive mechanisms tailored to the specific needs of the various scientific disciplines and genres of work that take the open access transformation costs into account, the tension between individual profit and public interest interests will remain. In the meantime, participation in the VG WORT distributions creates a certain balance of incentives in the current system and at least somewhat balances out the motivational conflict of scientific authors willing to transform."
