"Expanding discounts and waivers through tiered mechanisms or by rewarding peer review efforts can enable more researchers to pursue OA. Such efforts may leverage the benefits of OA without creating undue barriers for researchers, regardless of their funding or affiliation. My answer to whether there is an excess of OA is thus “no.” Jumping from “the current OA landscape has limitations” to “OA is, therefore, harmful” is a non-sequitur, overlooking the drawbacks of subscription-only models."
