"Presentation at the workshop "Towards a Tri-Agency Policy on Open Access to Research Publications" on March 22, 2013 in Ottawa, Canada. The Tri-Agency are the Social Sciences and Humanities Research Council (SSHRC), the Natural Science and Engineering Research Council (NSERC) and the Canadian Institute of Health Research (CIHR) and they are in the process of formulating a harmonized policy on open access to research publications resulting from their funding. CIHR already has an open access policy in place, and the plan is align the policy of the two councils with that of the CIHR, while at the same time strengthening the compliance mechanisms for the harmonized policy. This presentation reviews key developments in the US, Europe and Australia and consider some of the policy issues the tri-agency needs to consider, including innovative publishing models, support for repository network,recognition framework and most importantly, the need to make compliance easy for researchers who receive funding from the councils...."
