"A BILL for an Act to provide free electronic access to state-funded research....Whenever a state agency or political subdivision enters a contract with an institution of higher education for the provision of research, the contract must require that the institution provide to the state agency or political subdivision an electronic version of any research paper that results from the grant, if the paper is accepted for publication in a peer-reviewed journal.
2. The agency shall make the electronic version of material provided under subsection 1 available to the public, free of charge, no later than six months from the date of the paper's publication...."
