"In response to this need for an alternative open access model, I and a number of colleagues are developing, as well as soliciting feedback on, the concept of an open access publishing cooperative in which libraries and journals collaborate in increasing access and improving scholarly publishing through both the reallocation of subscription funds and in-kind contributions. We are proposing this model because of the way it serves as a natural extension of the collaborative spirit demonstrated by the many research libraries that host hundreds of open access journals; that cooperate, through SCOAP3, in purchasing open access to particle physics journals; that support the Open Library of the Humanities and Knowledge Unlatched; and that have initiated open source software tools including LOCKSS, DSpace, and Open Journal Systems...."
