From Google's English: With the new policy would research and funds to promote open access as a standard in scientific publishing. The goal is that all scientific articles that are quality assured in peer review and inclusion in a scientific journal should be able to read and distributed without the financial, technical or legal restrictions. The policy follows that published scientific articles, which are the result of full or partial funding of the five research councils and foundations, should be made freely available to everyone through Open Access. The decision to implement Open Access is based on a model where the researcher parallelpublicerer the peer-reviewed research paper in university digital archives - repositories - or in a topic specifically repositorium typically 6 or 12 months after the article is published.
